Dear Friends of Málaga 2016.
As I am sure you know by now, we had the sad news yesterday afternoon that Malaga was not in the shortlist to be European Capital of Culture in 2016.
This morning I think many in the city will be in some shock as the overall potential candidacy of the city compared to the others was strong. However the jury has voted on Burgos, Cordoba, Las Palmas, San Sebastian, Segovia and Zaragoza. The final decision will be taken by next July.
My personal view is that a relatively small number of jury members, 13 (6 appointed by the Spanish govt. and 7 by the EU) was faced with the near-ovewhelming task of fairly evaluating 16 cities, which is a record number of entries from any country (some years they can be lucky to get 2 or 3 entries from one country).
o make their decision as fair as possible in a short period of time, I think they were forced to focus almost entirely on the ‘black and white’ details of the written submissions by the cities made last July , without necessarily having sufficient time in this ‘ first cut’ to look at the broader context of ‘which city would make a great Capital of Culture?’. Málaga, being less well-known as a ’cultural capital’ therefore suffered by the sheer volume of entries. However I should stress these are my private reflections and no-one, apart from the jury themselves, knows the final reasons. What is clear is that Málaga defended very strongly and that the standard of all submissions was extremely good. I am sure the 6 selected cities will be excellent candidates to represent Spain.
Malaga has got a lot out of the process, with culture higher up the city’s agenda now and a greater self-esteem. It will now get behind Cordoba, the remaining Andalucian candidate, whose candidacy will also benefit Málaga with increased visitor numbers through the airport etc.
I’d like to thank the people who have volunteered help to Málaga 2016 from their associations, societies, companies and as individuals. I think we all made great progress in a short time bringing the international community of the Costa del Sol together.
As you know, I have both a personal and a professional mission to bring the Spanish and the international communities closer together here on the Costa de Sol to create a stronger society in the future. I’m not sure yet how the Fundación Málaga Ciudad Cultural will continue in the future but my pledge to you is to keep you informed and look for opportunities for the different groups you represent to be more involved with the cultural life of Málaga city.

MALAGA 2016 – INTERNATIONAL RESIDENTS JOIN TOGETHER TO SUPPORT THE CANDIDACY
Friday 24th of September was an important day for members of the international community in Málaga who are supporting the city’s bid to be Capital of Culture in 2016.
Representatives of almost 50 groups of international residents met together to find out more about the bid from the organisers and see at first hand the investment being made in cultural infrastructure in the city. It was also an opportunity to send best wishes to the bid team just four days before the presentation in Madrid before the European jury for the first cut when the 16 candidate cities will become 4 or 5 finalists.
The groups attending included many associations representing different European nationalities, cultural societies with international members from many countries, several consuls who live and work in Málaga and foreign language publications and broadcasters from the Province. It was a true ‘United Nations of Málaga’, with special emphasis on Europe due to the European character of the bid.
The afternoon began with a Cultural Walk, leaving from the Centro de Arte Contemporaneo in Málaga, where guides explained many of the investments being made in museums and cultural infrastructure. These included the development of the Port, the Museum Thyssen and the Museum of Málaga in the old Aduana. Málaga is starting to really stand out on the international cultural map.
Afterwards there was a presentation in the Rectorado, head office of the University of Málaga, led by the Patrons of the Fundación Málaga Ciudad Cultural, which is leading the bid and includes the City Hall, the Junta de Andalucía, Diputación Provincial and the University.
This part of the event was opened by Juan López Cohard, Presidente and there were short speeches by Francisco de la Torre, Mayor of Malaga and María Isabel Calero, Vice-rector of Culture, UMA. All emphasised the importance of support from the international European community for the bid, given that European cooperation is a key factor for the jury, and that Malaga is the candidate city with most European residents living in and around it.
Following on from this, Neil Hesketh, coordinator of international volunteers activity, and Ignacio Jáuregui, from the Málaga 2016 team, presented some of the key elements of the Project that will be presented in Madrid, based around a core idea of Málaga as ‘Infinite City’, constantly evolving, where Culture is a vehicle to translate different views and experiences of life. The events programme for 2016 and the years leading up to it will be based around these concepts. More details on the web: www.malaga2016.es. They also highlighted the plan to use empty urban and derelict spaces for events to breath in new life.
The audience was encouraged to tell their membership about the bid, present ideas for events, and act as ‘ambassadors’ for Málaga at home and abroad. Before closing the event, everyone rose to their feet and, applauding, sent their best wishes to the Málaga 2016 team for the visit to Madrid.
Finally, the afternoon finished with a short drinks reception on the Roof Terrace of the Rectorado building, where representatives of the groups could mix with the Patrons and network amongst themselves. It was a fantastic opportunity to bring international groups interested in culture together to talk about the bright future in Málaga and its province.
So now we must get behind our neighbours here in Andalucía. Go, Cordoba, go!
Regards,
Roger Cummiskey.

Malaga Cultural City Foundation.
Foundations of the project to achieve the European Capital of Culture 2016 award.
The slogan for the Malaga bid is:
“Malaga, ciudad infinita. La Cultura como traducción”
“Malaga, Infinite City. Culture as Translation”
There are seven cultural pillars on which the bid will be based.
- Paradise City – Ciudad pariso. This focuses on Malaga´s relationship with the rest of the World and stresses that it is open, cosmopolitan, dynamic with a positive pro-European vocation.
- Flamenco City – Cuidad jonda. This suggests the form of experiencing culture as an improvisation and as a more spontaneous expression.
- Building gardens – Edificando jardines. This focuses on the dangers of excessive urban development and provides a forum for union and reflection between social and cultural life within the City.
- Tradition for the future – Tradición de futuro. Malaga´s tendency to be one step ahead demonstrates its tradition of projecting itself towards the future.
- In the danger of freedom – En el peligro de la libertad. This will deal with the most controversial part of cultural expression and will stress the progressive, liberal and open nature of the City.
- Desire caught by the tail – El deseo atrapado por la cola. The title of a play by Pablo Picasso. The bid will focus on art for arts sake, on pure cultural expression of the highest level. The project should make room for all levels of creativity from the most accessible to those of the highest level.
- An exceptional City – Ciudad podigiosa. based around the traditional festivities of the City, Semana Santa, Carnival, the Night of San Juan, Verdiales folk music. The efforts will afford a contemporary view of deep rooted customs.

Málaga 2016 in 27 lines
In the year 2016 two cities, one from Spain and other from Poland, will be European Cultural Capitals; before, the cities must go through a competitive selection process that will end in a final decision in the first three months of 2012.
The title of European Cultural Capital will be awarded to the city whose cultural programme for 2016 deserves to be considered exceptional because of its quality, European dimension and citizenry involvement.
In Spain this process is already open; a first phase, of pre-selection, is established prior to the ultimate decision. It will be over around October 2010. A number of about fifteen towns, among which our Málaga, have shown their intentions to run.
Málaga Strategic Plan sets culture as one of the main axis for the potential development of the town; according to this, a strong network of exhibition and cultural venues was created; some are already functioning, some in construction.
Our town has been the subject of deep transformation. Besides, it has now an opportunity to let all of Europe know about its most precious resource -its people’s creativity- by showing a new image, not well accounted for until now: a thriving cultural city
The diversity of its territory, its artistic heritage, the infrastructures connecting it to the world, its lodging capacity, its cosmopolitism… all these realities together offer a very positive background for the candidacy of Málaga 2016.
The citizen’s participation is a key factor. The international acknowledgement of Málaga’s artistic and cultural potential requires everyone’s involvement, be it through active collaboration in cultural activities or simply by attending and learning from them.
In order to channel, impulse and monitor this sources of energy, Málaga’s Town Hall, the Regional Government of Andalucía, the Provincial Council and the University of Málaga have set up Málaga Ciudad Cultural Foundation, which shall consolidate the cultural potential of Málaga for the future.
The cities that have been European Cultural Capitals have gone through transformations upon the cultural sensitivity of their citizens, by their being seen as creative cities and by the profits generated in its economy and employment through the increase in cultural-oriented visits.
Dear Friends
I kindly ask you to take the time to read these few lines about the candidacy of the city of Málaga for the title of European Capital of Culture in 2016, which offers basic information about the selection process.
There will be two european capitals in 2016, a Spanish city and a Polish one. Among the Spanish cities interested in this award are –apart from Málaga- Santander, San Sebastián, Córdoba, Alcalá de Henares, Pamplona, Tarragona, Mallorca or Cáceres… up to maybe fifteen.
Right now we are facing a preselection phase that will end next October. By then, four or five cities of each country will be selected among the candidates. After that, a second phase will begin in which the actual capital cities will be chosen (that is, one for Spain and one for Poland). The EU, after hearing the jury’s opinion, will award the towns with the best cultural programme for the year 2016, taking into account the innovative character of the proposals, the European dimension and the involvment of its citizens.
The ongoing effort that the city is devoted to, be it through building infrastructure or its cultural facilities (we can mention museums, contemporary art, urban sculpture, music, festivals, venues, books, gastronomy, movies, theatre, concerts, exhibitions, collections), together with the international dimension developed through international projects and supported by excellent connections with Europe and the rest of the world, places us in an optimal position to face the challenge.
The Málaga Cultural Foundation, where the City Hall, the University, the Province and Regional Governments are present, will take care of the candidacy through the collaboration of citizens and private and public organizations. You can check the progress of our candidacy, get information or why not give us some feedback at www.malaga2016.es or in www.facebook.com/Malaga2016.
Rest assured it will be always a pleasure to receive you in Málaga and show you how the candidacy is doing –and of course any suggestions of cultural partnership for the period 2013-2016 will be strongly taken into account.
Kind regards,
Juan Lopez-Cohard
The President of the Foundation
Dear Friends,
As you will know, Málaga is presenting itself as a candidate to be European Capital of Culture in 2016. Our aim is to involve all the international communities of the province of Málaga in this process because of all the opportunities for economic and social growth that this initiative will bring. We attach more information and we kindly ask you to share this information with other members of your national community.
In due course we will get in contact with you to explain the project, but beforehand it is our pleasure to invite you to participate in the celebration of “Europe Day”.
On 9th May “Europe Day” is celebrated and from the Fundación Málaga Ciudad Cultural we offer you the chance to join in the celebrations.
The events will take place over this weekend, on the 8th and 9th of May. On Saturday morning, from 12.00 pm, with the support of the Fundación Málaga Ciudad Cultural, concerts will be held in the city by the Málaga Youth Bands. In the afternoon at 20.30 approx. we have arranged a celebration in Calle Larios to which we have invited european residents in the province and european students living in Málaga. It will consist of different musical and artistic acts along this famous street, with the support of the University of Málaga, the Association of Spanish Language Schools and the School of Dramatic Arts, Dance and Music.
On Sunday morning (12.00), Europe Day itself, we will be celebrating jointly with Málaga City Council the rededication of the European flag, having had its flagpole moved to a more visible position in the Plaza del General Torrijos. Here we will celebrate the day, accompanied by our volunteer groups and the Municipal Music Band. Afterwards we are organising a concert in the Recinto Eduardo Ocón on the main ‘El Parque’ avenue.
We send you warm greetings and hope that you will be able to attend, especially on the formal event on Sunday.

Director of Fundación Málaga Ciudad Cultural
Dear Roger
As Neil mentioned to you, I am sending the information about Malaga’s bid to be European Capital of Culture in 2016.
This is an historic opportunity for Malaga and Malaga province to win the privilege to organise this year long prestigious international event, with all the economic and cultural benefits this will bring to the lives of national and international residents like yourselves. What is crucial for winning the bid is the involvement and support of all residents of Malaga and the Costa del Sol.
I am a local Costa del Sol resident working in a volunteer capacity for the Malaga City Cultural Foundation, the body set up to bid to be Capital of Culture by Malaga City Hall, the Provincial Council, Junta de Andalucia and the University of Malaga. I must stress that this is a non-profit making and non-political body.
A group of us, all local residents with international connections, are working with the Foundation as volunteers to gather the support and spread the word about the bid with local international groups. We believe that the support of the international residents of Malaga Province is as important as the local population for this bid process. We also realise how enthusiastic international residents are to have more involvement and say in the life and economic development of the Costa del Sol.
As promised I attach some more information:
1. A letter from the Director of the Foundation explaining the role of international residents.
2. A summary of Malaga’s candidacy for European Capital of Culture in 2016
3. A draft, sample copy of our ‘pledge of support document’ to discuss with your group.
4. A quick summary of how individuals can help to pass to your friends, including outside your group (How to help the Málaga 2016 bid)
You can also see the bid’s website: www.malaga2016.eu for more general information
We are presenting our initiative to international residents’ groups like yours in a number of stages.
The first stage is to familiarise the committees and people running the groups about the bid and Malaga’s enthusiasm to gain the support of international residents. We are here to answer all your questions and tell you as much as you would like to know. As part of this we would like to kindly ask if your organisation would show its support to the bid to be Capital of Culture, as we feel that this support from Andalucia International Artists Group and other international organisations will be a vital part of a successful bid. In return you will be able to use the Malaga 2016 logo and brand as official supporters and be featured as one of our supporting organisations.
I must stress that this does not and will not involve any financial commitment or significant commitment of time. It is simply a show of friendly support from your group to help the bid process.
Once you have read the information in this e-mail I will call you to answer any questions.
The next stage which will begin after the summer is to give all groups the opportunity to come into Malaga and get to know its cultural offer and the bid process close at hand.
I also must stress that at all stages ’the doors of the Cultural Foundation are open’ for ideas and contributions from all groups and international residents. We welcome your views.
As part of the plan of cultural events for 2016 and the years leading up to it, there will be a chance for all international groups to take part if they want to. For example, it could be a photographic exhibition of international residents around the city and region, an art show over a weekend, an expatriot musical event on the Costa del Sol, a Malagenan local people vs. international residents football tournament. Or it could simply be you, as an international resident, coming to see the events, inviting your friends and helping to boost the life of where all of us live.
But first we must win the bid with your support, which is why we write to you today to kindly ask to be able to explain the bid to you and to ask if we can count on your support.
I shall call in a few days to ask if you have any questions and explain what the next stage is, or we can meet for a coffee at your convenience.
Kind regards
